- Launch MPE to FLV Software
- Choose MPE Files
Click "Add Files" to choose MPE files and add them to conversion
list.
Choose one or more MPE files you want to convert and then click Open.
- Choose "to FLV"
[Optional] If you want to change FLV encoding parameters, for example, vodec
codec, bit rate, frame rate, video size, please click "Options".
[Optional] Switch to tab "Video Options" and then set encoding
parameters.

What is MPE?
The first MPEG format for compressed video, optimised for CD-ROM. MPEG-1 was designed
for the transmission rates of about 1.5 Mbps achievable with Video-CD and CD-i.
Its compression algorithms allow better than VHS quality video and almost CD quality
audio to be compressed onto and streamed off a single speed (1x) CD-ROM drive.
MPEG encoding can introduce blockiness, colour bleed and shimmering effects on
video and lack of detail and quantisation effects on audio. The official name
of MPEG-1 is International Standard IS-11172.
What is FLV?
Flash Video (FLV ) is the name of a file format used to deliver video over the
Internet using Adobe Flash Player (formerly known as Macromedia Flash Player)
versions 6-10. Until version 9 update 2 of the Flash Player, Flash Video referred
to a proprietary file format, having the extension FLV. The most recent public
release of Flash Player supports H.264 video and HE-AAC audio. Flash Video content
may also be embedded within SWF files. Notable users of the Flash Video format
include YouTube, Google Video, Yahoo! Video, Reuters.com and many other news providers.
